Construction is rendered concrete/masonry walls, concrete floors, aluminium framed windows and flat concrete rooves with waterproof membranes. We enclose a plan of the complex.

Messina is one of a number of buildings occupying lots in Community Association DP270113, Harbourside, which will eventually be a very large development including a number of existing apartment buildings and others yet to be developed. We understand the Association covers the whole area bounded by Bennelong Parkway, Hill Road, Burroway Road and Parramatta River. We are aware of about a dozen substantial apartment buildings.

The Community Association (CA) is a separate legal entity. It keeps its own accounts, budget, minutes and correspondence. It is financed by levies collected from the Owners Corporations (and any separate individual lots) in proportion to their Association Units of Entitlement.

We have not had access to the CA records and make no comment as to the affairs of the CA.
